I think they are trying to slow down the general PvE progress by giving fewer chances to gear up too fast, too soon. You already barely have a chance of getting additional loot with 3 seals, so with two? If it was a garanteed drop, I would certainly not mind even having one per week, but as it stands, it's utterly ridiculous.
